sustainability.
Organic farmers are encouraged to
‘close the loop' on their farms, making use of what’s to
hand and limiting the use of imported resources.
Organic farming lowers the risk of environmental pollution
and helps reduce greenhouse gas emissions by severely
restricting the use of manufactured chemical fertilizers and
pesticides, which come from burning fossil fuels.
Instead, organic farmers must use build fertile soils
naturally, using compost and manure (often sourced from
their own farm or local herds), and rotate their crops to
keep soils healthy.
Synthetic nitrogen fertilizers are also responsible
for an increase in nitrous oxide in the atmosphere, a
greenhouse gas which is 300 times more potent than carbon
dioxide.

from farmers out in the fields to those tucking in at
home.
Applicant shall first contact directly through e-mail/ postal letter to Jammu and Kashmir Organic Certification Agency, Kashmir and request for application form for the required scope of certification or may download an application from the website of Jammu and Kashmir Organic Certification Agency.
The applicant have to submit his/ her application form at office of the J&K Organic Certification Agency Lalmandi Srinagar Kashmir. Jammu and Kashmir Organic Certification Agency, Kashmir shall acknowledge the receipt of the application form. During screening, if it is found that the application is incomplete, the applicant shall be requested to provide necessary and missing documents for registration.
After receipt of the application, the management of Jammu and Kashmir Organic Certification Agency, Kashmir shall screen and check the completeness of the application.
If the application is found appropriate, then Jammu and Kashmir Organic Certification Agency, Kashmir shall assign a registration number to the operator in a prescribed format & fee estimate and contract form between Jammu and Kashmir Organic Certification Agency, Kashmir & the Organic farmer/ Group of farmers/ FPO’s shall be provided to the operator.
Applicant will have to deposit 100% of the certification fees either in Cash or by Demand Draft in favor of CEO Jammu and Kashmir Organic Certification Agency, Kashmir within 30 days of the signed contract to Jammu and Kashmir Organic Certification Agency, Kashmir in which they agree to comply with the NPOP standards, allow inspection and provide updated information to Jammu and Kashmir Organic Certification Agency, Kashmir.
**Registration fee is non-refunded.
** If
an applicant withdraws his/her application for
certification prior to more than fifteen days of the
proposed date of inspection, the applicant shall be
refunded the deposited fee after deducting the 10%
amount of the fee submitted.
**If the applicant
withdraws application of certification prior to less
than fifteen days and more than three days of the
proposed date of inspection, he/she will be
refunded the deposited fee after deducting 25%
amount.
I. Each applicant shall be contacted before inspection
in order to conduct the inspection visit in a timely
manner. This does not apply to unannounced on-site
visits. The duration of inspection visits may vary
depending on the size and complexity of the operation.
II. The inspection shall be carried out only in
the presence of operator or the responsible person who
should accompany the assigned inspector.
III. The
inspection shall cover entire chain of custody of the
production system managed by the operator. It will
include organic as well as conventional production
carried out by producer before registration.
IV.
After completing inspection and filling inspection
checklist, Jammu and Kashmir Organic Certification
Agency, Kashmir inspector shall give a copy of
inspection checklist to the operator. The inspection
checklist shall be signed and dated by the inspector as
well as by the operator.
V. Jammu and Kashmir
Organic Certification Agency Kashmir inspector shall
make his / her observations regarding the type of non
compliances found and tell operator about the relevant
provisions in NPOP. Inspector will ask the operator to
rectify the non compliances.
vi. The frequency of
scheduled inspections can be increased or decreased on
the basis of operator’s performance or degree of
compliance with the applicable standards. The frequency
and type of inspections are based on the anticipated
risk with respect to the individual operators (size and
type of operation), intensity of production, outcome of
previous inspection and operator's record of compliances
and complaints received by Jammu and Kashmir Organic
Certification Agency, Kashmir. The risk analysis shall
take into account all relevant threats to the organic
integrity of the production system.
i. Certification decision shall be taken up by the
certification committee of Jammu and Kashmir Organic
Certification Agency, Kashmir in compliance with
the NPOP standards on the basis of inspection report and
evaluation report.
ii. All the certification decisions shall be taken in
an objective, impartial and transparent way by the
certification committee and shall be properly recorded
in the concerned file of the operator.
iii. The certification decision shall be communicated
to the operator along with nonconformities, if any, that
have to be rectified in order to comply with the
certification requirements and the extent of further
evaluation or testing required.
iv. The Jammu and Kashmir Organic Certification Agency,
Kashmir shall have the right to impose conditions. Where
conditions require corrective actions subsequent to
certification, time limit shall be imposed.
A. Jammu and Kashmir Organic Certification Agency,
Kashmir shall have policy for dealing with complaints
and disputes which may relate to criticism of an
operator certified by Jammu and Kashmir Organic
Certification Agency, Kashmir or other subject.
B.
The complainant may lodge his / her complaint to Jammu
and Kashmir Organic Certification Agency, Kashmir on the
official website or by letter with evidence that
supports the allegations or non-compliances with
applicable standards. The complainant shall be informed
of the general outcome of the complaint in a way which
does not prejudice the confidentiality of the party
concerned
i. It is Jammu and Kashmir Organic Certification
Agency, Kashmir policy to provide applicants with an
opportunity of formal appeal against certification
decision of Jammu and Kashmir Organic Certification
Agency, Kashmir with which they disagree. An applicant,
who is dissatisfied with the certification decision, can
appeal to the Jammu and Kashmir Organic Certification
Agency, Kashmir in writing with supporting documents
like inspection checklist, notification of
non-compliances, copy of certification decision and the
evidence against the decision. The appeals committee of
Jammu and Kashmir Organic Certification Agency, Kashmir
will consider the matter by carefully examining the
certification procedures undertaken by the operator and
compliance of the operator with the applicable standards
i.e. NPOP standards in objective and impartial way. All
the decisions taken by the Appeal Committee shall be
final.
ii. The appeal shall be decided within
thirty days from the date of acknowledgement of appeal.
However applicants may also submit formal appeal to
APEDA against the decisions of Appeal Committee of Jammu
and Kashmir Organic Certification Agency,
Kashmir.
